Abstract Text The government as a Platform (GaaP) concept is gaining popularity in recent years. However, only a few examples of its implementation exist and have been described in the academic literature. In part, this is because GaaP is a challenging research subject due to the lack of conceptual definition as well as its intertwined nature with digital technologies, institutions, and multiple actors involved. This thesis aims to investigate whether the GaaP approach could be applied to the digital systems of the Canton of Zurich in the context of the Ukrainian refugee crisis. Using the design science research methodology, a high-level architecture of a public service platform based on Gaap principles and practices is proposed. Through in-depth qualitative interviews with representatives from 13 organizations involved in the crisis, key challenges and existing digital solutions in the Canton of Zurich are identified. Following TOGAF's architecture development method, business architecture in a form of a refugee journey and an information system architecture of the proposed solution is presented. The solution is demonstrated and evaluated by stakeholders. Based on the results, evidence is presented that the current situation could be enhanced with the use of GaaP principles and recommendations for further research are given. Zusammenfassung Das Konzept der Government as a Platform (GaaP) gewinnt in den letzten Jahren an Popularität. Es gibt jedoch nur wenige Beispiele für seine Umsetzung in der Praxis, welche in der akademischen Literatur beschrieb wurden. Ein Grund dafür ist, dass GaaP ein herausforderndes Forschungsthema ist, da es mit digitalen Technologien, mehreren Institutionen und beteiligten Akteuren verflochten ist. Diese Arbeit untersucht, ob der GaaP-Ansatz auf die digitalen Systeme des Kantons Zürich im Kontext der ukrainischen Flüchtlingskrise angewendet werden kann. Mittels des Design Science Ansatz wird eine 'high-level' Architektur einer öffentlichen Dienstleistungsplattform auf der Grundlage der GaaP Prinzipien vorgeschlagen. Durch tiefe qualitativ Interviews mit 13 Organisationen, die an der Krisenbewältigung beteiligt sind, werden die wichtigsten Herausforderungen und bestehende digitale Lösungen im Kanton Zürich identifiziert. Ein 'Refugee journey map' sowie eine Informationssystemarchitektur der vorgeschlagenen Lösung nach der TOGAF Methode werden dargestellt. Die Lösung wird für Stakeholdern demonstriert und evaluiert. Basierend auf den Ergebnissen wird gezeigt, dass die aktuelle Situation durch die Anwendung von GaaP Prinzipien verbessert werden kann und die Empfehlungen für weitere Forschung gegeben werden.
