Wenn eine Krise lange dauert, ist es Zeit, sie in einen grösseren Kontext einzuordnen. In den letzten Jahrzehnten hat eine «Finanzialisierung» der Wirtschaft und des ökonomischen Denkens stattgefunden. Sie hat von den produktiven Quellen des Wohlstands, deren Untersuchung den Anfang der modernen Volkswirtschaftslehre markiert, abgelenkt und ein merkantilistisches Denken in finanziellen Werten reaktiviert. Die Beschäftigung mit den Grundfragen der Volkswirtschaftslehre und ihrer Geschichte führt zur Schlussfolgerung: Es braucht eine Rückkehr zum realen Blick auf die Welt. |

This paper examines under which conditions religious denomination affects public spending on schooling and educational performance. We employ a unique data
set which covers, inter alia, information on numerous measures of public school inputs in 169 Swiss districts for the years 1871/72, 1881/82 and 1894/95, marks from
pedagogical examinations of conscripts (1875-1903), and results from political referenda to capture conservative or progressive values. Although Catholic districts show on average significantly lower educational performance and spend less on primary schooling than Protestant districts, Catholicism is harmful only in a conservative milieu. We also exploit information on absenteeism of pupils from school to separate provision of schooling from use of schooling. |

This paper develops a theory in which oligarchic ownership of land or other
natural resources may impede entrepreneurship in the manufacturing sector and
may thereby retard structural change and economic development. We show that,
due to oligopsony power of owners in the agricultural labor market, higher ownership
concentration depresses entrepreneurial investments by landless, creditconstrained
households, whose investment possibilities depend on the income
earned in the primary sector. We discuss historical evidence from Latin America,
India, Taiwan and South Korea which supports our theory.

Das Geschehen auf den Finanzmärkten hängt vom individuellen Verhalten ab, wird aber auch wesentlich bestimmt durch die Ausgestaltung des Finanzsystems, das heisst durch die Rollen, die den einzelnen Akteure zugewiesen werden, und durch die Regeln für die Interaktion der verschiedenen Rollen. Diese Arbeit behandelt nach einleitenden methodischen Vorbemerkungen zunächst die Frage der Verantwortung im gesamtwirtschaftlichen System (Kapitel 2) und beschäftigt sich dann mit der Verantwortung von einflussreichen Rollen und Subsystemen der Wirtschaft. Insbesondere wird diskutiert, was Verantwortung für die Ökonomie und die Finance als wissenschaftliches Disziplin bedeutet (Kapitel 3). Kapitel 4 setzt sich mit dem Finanzsystem auseinander und argumentiert, dass eine Inflation an Finanzprodukten und Finanztransaktionen zu Konfusion und negativen externen Effekten führt, die das Marktgeschehen in der realen Wirtschaft und im Finanzsektor stören. Im abschliessenden fünften Kapitel werden politische Massnahmen zur Herstellung von Ordnung im Finanzsystem dargelegt. |

Josef Falkinger, Em-powering economics: Some thoughts on policy and financial markets, In: Working paper series / Department of Economics, No. 93, 2012. (Working Paper)
This paper addresses the discussion between economic power and the power of politics with particular focus on financial markets. After general reflections about the economic basis of power, the paper discusses in a general equilibrium framework how financial innovations can lead to risk creation and an inflation of financial products. This creates a fundamental disorder in the financial system which from an aggregate point of view can be described in a standard portfolio framework, in which higher rates of return go hand in hand with higher private risks but also with increasing externalized (social) risk and insurance illusion. Rate of return regulation is proposed as an appropriate regulatory measure. Alternatively the deficiency could be cured by admission regulations for financial products which put the burden of proof for no external (systemic) damages of a financial instrument to the issuer. |

A key aspect of generating new ideas is drawing from different elements of preexisting knowledge and combining them into a new idea. In such a process, the diversity of ideas plays a central role. This paper examines the empirical question of how the internet affected the diversity of new research by making the existing literature accessible online. The internet marks a technological shock which affects how academic scientists search for and browse through published documents. Using article-level data from economics journals for the period 1991 to 2009, we document how online accessibility lead academic economists to draw from a more diverse set of literature, and to write articles which incorporated more diverse contents. |

A two-country model is developed in this paper to examine the implications of fiscal competition in public education expenditure under international mobility of high-skilled labor. The authors allow for educational choice, asymmetry of countries with respect to total factor productivity, and tax base effects of migration in source and host country. As the latter may give rise to multiplicity of equilibrium, alternative belief structures of mobile high-skilled workers are carefully taken into account. The paper also looks at the consequences of bilateral policy coordination. While in line with other studies on tax competition, bilateral coordination can reduce the under-investment problem in public education spending, it also tends to hinder migration or may even reverse the direction of the migration flow that materializes under non-cooperative policy setting. As a result of its potentially adverse effects on migration patterns, bilateral coordination may therefore reduce global welfare and bring the world economy further away from the social planner's solution. |
